Rather than going through training because employees are required to, they should have a positive attitude in doing so. You as the employer should help workers understand the importance of correct training. Let them realize that they could injure or kill not just themselves, but other individuals, if they make mistakes. It is up to you to make certain that all your staff undertake training seriously.
